As Michigan utilities work to meet clean energy goals and expand renewable energy infrastructure, this updated 2025 guide is designed to help communities across the state navigate the siting of solar energy systems (SES) within their local planning policies and zoning regulations. Originally released in 2021, the guide has been revised to incorporate new state legislation and evolving best practices in solar development.
Specifically designed for Michigan, the guide supports local planners, elected officials, legal counsel, and policymakers in understanding how different types and scales of photovoltaic SES can fit into rural, suburban, and urban landscapes. It offers clear, practical guidance to help communities make informed land-use decisions that align with local values and broader sustainability goals.
The guide for Michigan local governments includes updated context on solar energy in the state, an overview of SES technologies and configurations, planning and design principles, and model zoning ordinance language. It was developed by experts from the University of Michigan’s Center for EmPowering Communities in partnership with Michigan State University (MSU) Extension. The content has been reviewed by local government representatives, attorneys, utility professionals, nonprofit leaders, and academic experts.
