The guide outlines major project phases, identifies where local expenses are likely to arise, and presents practical strategies to offset or stabilize those costs. It was developed by the Center for EmPowering Communities at the University of Michigan’s Graham Sustainability Institute and reviewed by experts from local government and energy-related organizations.
