On October 7–8, 2025, the University of Michigan Water Center convened the Great Lakes Horizon Scanning Pilot Workshop at the Graduate Hotel in Ann Arbor to launch a new, collaborative horizon scanning process for the region.
The workshop introduced horizon scanning as a proactive approach for identifying early signals of emerging environmental, social, and economic issues in the Great Lakes. By looking ahead collectively, the process is designed to support informed decision-making and long-term stewardship across institutions and sectors.
This initial convening brought together scientists, policymakers, and community leaders to build a shared understanding of horizon scanning, explore its application in the Great Lakes context, and identify opportunities, challenges, and key elements of a trusted regional process. Participants also identified several emergent issues and piloted components of the horizon scanning methodology, laying the groundwork for a broader, multi-phase effort.
