In this policy recommendation, Sarah Mills provides comments in response to the USDA and DOE listening sessions on clean energy siting on American farmland. In particular, she encourages the departments to focus their attention on the largest scale renewable energy projects, outlining three key challenges these pose: the burdens placed exclusively on rural areas, the concentrated impacts on host communities, and the unrealistic expectations surrounding agrivoltaics. Mills calls for USDA and DOE to work together to expand research into community impacts, enhance community engagement, increase investment in a rural planning workforce, and identify policy solutions that balance state and local land use priorities while providing funding for community-driven planning processes.
