Program: Center for EmPowering Communities

In this policy recommendation, the Center for Empowering Communities advocates for legislation enabling all Michigan communities to participate in and benefit from the state’s transition to renewable energy. As Michigan increases its reliance on wind and solar power, thoughtful planning is essential to balance state and local priorities. Early community engagement, particularly with lower-income groups facing barriers to participation, is crucial for achieving procedural justice. Superseding local ordinances risks undermining communities' careful planning and jeopardizing their future success. Clear guidance for local officials on renewable energy regulations is essential, as current ambiguities in the Michigan Zoning Enabling Act lead to inconsistent application of ordinances.
