In this policy memo, Sarah Mills and Madeleine Krol from the University of Michigan’s Center for EmPowering Communities provide feedback on the Michigan Public Service Commission (MPSC) staff’s third batch of straw proposals for implementation of PA 233. They map proposed site plan elements to the standards that the Commission will apply, identifying which are necessary for evaluating projects and where there might be gaps. Given that this was to be the last of the straw proposals, they also highlight where planners and local communities are seeking additional guidance. A central concern they raise is the determination of “land dedicated to energy generation,” which will significantly influence how communities incorporate renewable energy into their land use planning.
